The Jigawa State Public Complaints and Anti-Corruption Commission (JPCACC) and the National Institute for Legislative and Democratic Studies (NILDS) have signed a Memorandum of Understanding (MoU) aimed at strengthening institutional capacity, enhancing accountability, and improving anti-corruption efforts and democratic governance.
The agreement was signed on Thursday at the permanent site of NILDS in Abuja.
Speaking at the ceremony, the Executive Chairman of JPCACC, Barrister Salisu Abdu, said the partnership resulted from discussions initiated during a courtesy visit to NILDS in April 2026.
He said both institutions identified the need for collaboration in capacity development, professional training, research, policy formulation, and institutional strengthening.
According to him, the MoU provides a strategic framework for sustained cooperation in executive education, specialised training, technical assistance, research, and knowledge exchange.
Abdu said the partnership would expose JPCACC personnel to global best practices in public administration, legislative governance, ethics and integrity management, investigative techniques, alternative dispute resolution, and anti-corruption strategies.
He added that the collaboration was expected to enhance public service delivery and strengthen accountability systems in Jigawa State.
“Our mandate is to address public complaints, prevent corruption, strengthen integrity, and deliver responsive public service through professionalism, transparency, accountability, and continuous institutional improvement,” he said.
The JPCACC chairman expressed appreciation to the Director-General of NILDS and the institute’s management for their support and commitment to the partnership, describing it as a demonstration of a shared commitment to good governance and public accountability.
He also commended Governor Umar Namadi for his support for institutional reforms, transparency, accountability, and human capital development, noting that the establishment and strengthening of JPCACC had been made possible through the governor’s leadership.
Abdu reaffirmed the commission’s commitment to implementing the provisions of the MoU and ensuring that the agreement translates into practical programmes and measurable institutional outcomes.
In his remarks, the Director-General of NILDS, Prof. Abubakar O. Sulaiman, commended the Jigawa State Government for establishing the anti-corruption commission, describing it as a reflection of the administration’s commitment to transparency, accountability, and democratic governance.
He said the major challenge facing public institutions was not the absence of laws or resources, but the effective implementation of existing frameworks by competent and committed professionals.
“Our challenge is not inadequate laws or resources, but implementing existing laws through competent, committed professionals dedicated to transparency, accountability, and prudent public resource management,” he said.
Sulaiman noted that the partnership would strengthen institutional capacity through specialised training, knowledge exchange, and exposure to international best practices in governance, legislative studies, and public administration.
He emphasised the importance of continuous learning and innovation in improving institutional effectiveness and service delivery.
The NILDS Director-General said the institute would support the partnership with experienced resource persons, including former legislators, professors, former heads of institutions, research fellows, and local and international consultants.
The ceremony concluded with the formal signing of the Memorandum of Understanding between JPCACC and NILDS.
